The email footer is now actually removable

Fixed

• Turning the footer off removed it from the preview, but the server put the global footer back at send time, so it could never really be deleted. What the editor shows is now what recipients get.
• The “campaigns sent” figure counted drafts. It now counts only campaigns that were actually sent.
